How the FMCSA Biennial Update Schedule Works (49 CFR § 390.19)
FMCSA assigns every carrier a specific mandatory filing month and year based strictly on the last two digits of their USDOT number.

Penalty Notice for Failure to File
Failing to update Form MCS-150 according to your biennial schedule will result in deactivation of your USDOT number registration and civil penalties of up to $1,000 per day (up to $10,000 total) under 49 U.S.C. 521(b)(2)(B).
